The Water Employee Services Authority (WESA), staffing for the Elsinore Valley Municipal Water District (EVMWD), presents an extraordinary career opportunity for a Principal Engineer to join the organization and focus on capital design and construction. EVMWD provides water services to 46,000 customers and 37,000 wastewater customers located in the southwestern portion of Riverside County. EVMWD has a budget of $227 million, including CIP of $130 million and staff of 173 authorized full-time positions. WESA is seeking a Principal Engineer with significant and relevant project management skills in the design and construction of facilities for a water agency either through direct employment or as a consultant, with similar scope and complexities. Under general direction from Engineering Manager, the Principal Engineer performs complex professional engineering duties including those related to the planning, design, construction, and commissioning of water and wastewater capital improvement projects. There are two Principal Engineer positions allocated to this function and workload is shared between both incumbents. Currently, one position of Principal Engineer is filled with a long-term incumbent and the second position is vacant. This vacant position will have the assistance of a Senior Engineer (in place).

Requires a Bachelor’s degree in civil or environmental engineering. A Master’s Degree is highly desirable. Qualifying experience may include: 6 years of responsible experience as a PE that includes water and wastewater planning, water and sewer utility engineering design and construction, and project management experience; experience working as a consultant for other utility districts and/or experience working in a utility district as a staff member; and/or 3 years of experience managing staff engineers and designers including evaluation of their performance. Possession of a valid registration as a Professional Civil Engineer in the State of California is required at time of submittal or Certified Construction Manager from the Construction Management Association of America.

The salary range for the Principal Engineer is up to $197,288. Additionally, WESA offers an excellent work schedule combined with comprehensive benefit plan, including CalPERS Retirement.
