The award-winning City of Charlotte is recruiting nationally for a Charlotte Area Transit System (CATS) Chief Operating Officer (COO) who is an experienced, service-oriented, and innovative transit professional. The ideal candidate will have demonstrated transit management experience and will provide ethical, transparent leadership while working to implement CATS vision, mission, and goals to advance public transit service, while increasing the quality of life in the Charlotte Metropolitan area. With a 2022 annual budget of $258.9 million, CATS is comprised of 450 direct full-time city employees inclusive of Rail and Special Transportation Services and approximately 800 Bus Operators and Mechanics employed by contractor. Under the leadership of the Chief Executive Officer, the Chief Operating Officer is responsible for providing safe and efficient regional transportation services. The COO is responsible for all aspects of transit operations at CATS

Education: This position requires a Bachelor’s degree with an emphasis in planning, public administration, transportation, engineering, business administration, or a related field. An advanced degree is highly desirable.

Experience: This executive position requires at least five years of successful top management experience for a major metropolitan area and/or managing public transportation with rail operations, para transit/bus operations with a minimum of seven years of progressively responsible municipal administration, including significant administrative and personnel management responsibilities is preferred.
