Known for its outstanding quality of life, the City of Foster City is recruiting nationally for an experienced local government executive to become its new City/District Manager. The City Council/EMID Board appoints the City/District Manager, who in turn, serves as chief executive of the municipal organization. The City Council/EMID Board is looking for a candidate who would be a good fit for the community, a strong leader for City staff, and a successful partner with the City Council/EMID Board. The City of Foster City is a full-service city with a total 2021-2022 budget of $167.48 million ($48.65 million operating budget), $64.32 million FY 2020-2021 CIP. Current staffing includes 164 benefited FTEs and 12.6 part-time non-benefited FTEs. Eight departments and two contracted services report to the City/District Manager. The ideal candidate is expected to have strong leadership skills, effective interpersonal and communication skills, and a commitment to delivering high quality services. Additionally, a thorough understanding of municipal finance, budgeting, community planning, and public works is of high importance to the City Council/EMID Board.

Requires a demonstrated successful performance and advancement through progressively responsible experience in an administrative, managerial capacity in a public agency setting as a City Manager, Assistant City Manager, or in a related management capacity. Experience working with an engaged elected body and community is strongly desired. A Master’s degree or other advanced degree is also desired.

The annual salary for this position is $269,000. The City also offers a competitive benefits package included CalPERS retirement. Salary and benefits are open to negotiations based on experience and qualifications.
